My dear Cowell,

Herewith a copy of a demi-official

letter which i have sent recently to Blunt at

Canton. I do not wish to bother you with the letter

to which it is a reply. It is rather long but the

relevant point was that he expressed surprise that I

had asked for permission (which was refused) to be

given by the Japanese to Walker, the Manager of the

Kowloon-Canton line, to visit the Sheklung Bridge and

see what damage it had suffered. I hope that you agree

generally with the line that I am taking regarding the

re-opening of the Canton-Kowloon line.

Yours sincerely,

H. R. Cowell, Esq., C.M.G.,
